Nobody wants to live downwind of the future, and this time they're saying so before the fallout arrives.

Why are communities refusing to host AI

Between January 1951 and November 1962, the United States tested nuclear weapons in the open air in the Nevada desert, and the fallout drifted east across small towns in Utah, Nevada, and Arizona. The people living under those clouds were told the tests were safe, and some were encouraged to come outside and watch them. They later called themselves downwinders, a name that describes a location rather than a group, because the only thing they had in common was the direction the wind took.

Congress needed almost 40 years to write down what had happened. The law it eventually passed found that the fallout had exposed those residents to radiation presumed to have caused an unusual number of cancers among them, and that their health had been put at risk to serve the country's national security. It then described its own purpose in a phrase that is easy to skim past and hard to forget afterward, calling itself a way to make partial restitution to those people "for the burdens they have borne for the Nation as a whole."

That line is a description of a method rather than an admission of error. The country wanted something it believed it could not do without, but the cost of getting it could not be shared evenly, so the cost was given an address. The address was chosen with care, since those counties were picked partly for how few people lived in them, which meant the whole arrangement worked exactly to the degree that the people carrying it could be ignored. The program is still running, reauthorized on July 4, 2025, and now paying $100k a claim, and the government's own ledger records roughly $2.7B paid to about 42,600 people under the older rules, alongside some 14,500 claims that were denied. The method itself did not retire when testing stopped, and it is now being used again on a different technology and a different set of counties.

The rooms started filling up

The people being chosen this time have worked out what is happening while it is still happening, and the first place that shows up is in the polling. Seven in 10 Americans now say they would oppose a data center being built near them, with 48% strongly opposed, which places data centers below nuclear power plants on the same question at 53%. The three reasons opponents most often cited were water, electricity, and dirty air, which are complaints about a building's demands.

Those complaints have turned into an organization at a speed that has surprised the industry. At least 75 projects worth roughly $130B were blocked or delayed in the first three months of 2026, matching the whole of the previous year, while the number of active opposition groups more than doubled from 396 to 833 across 49 states. More than 100 local governments have now passed moratoriums, and more than 300 state data center bills were filed in the first six weeks of the year. In Festus, Missouri, voters removed council members who had backed a project against residents' wishes, which is a sign that the fight has moved off the zoning docket and onto the ballot.

Then the turbines appeared in Southaven

The clearest example of what those residents are worried about arrived on July 14, 2026, when Reuters reported that Elon Musk's xAI, now owned by SpaceX, had installed 59 natural gas turbines to power its Colossus 2 data center without federal clean air permits. That figure is roughly twice the 27 the company had acknowledged publicly. The data center is in Memphis, Tennessee, while at least 57 of the turbines are in Southaven, Mississippi, just over the state line, and their potential emissions exceed the level that would require a federal permit. Those emissions would settle over predominantly Black neighborhoods that are already estimated to have unusually high rates of lung disease.

Mississippi regulators have decided that the turbines are mobile equipment rather than a stationary power plant and are therefore exempt, stating that "portable/temporary turbines do not require an air permit." That single determination saved the project the years of review and public comment that a Clean Air Act permit would have required. The turbines fit a national pattern, in which demand for electricity from AI has pushed companies to build their own off-grid power plants faster than environmental regulators can keep up, with local authorities signing off in weeks or months.

What the neighbors are actually looking at

The specifics belong to Memphis, but the arithmetic behind them is available in any county, and it starts with the power bill. Residential electricity prices have risen nearly 40% since 2021, and in the PJM grid region, which covers 13 states, an independent monitor blamed data center demand for $13.8B of that increase. The same reporting makes the case considerably messier, because a great deal of the rise can be traced to an aging grid, storm damage, and a spending spree by utility companies that has coincided with record profits.

Researchers at the Electric Power Research Institute make a stronger claim in a working paper posted in June, which has not yet been peer-reviewed, finding that data centers actually lowered residential rates slightly between 2015 and 2024. Their reasoning is plain enough: the grid costs roughly the same to build and run whether or not anyone uses it, and that cost is split among everyone who pays a bill, so one enormous new customer makes everybody else's share smaller. The warning attached to that finding is what matters in a council chamber, because the effect holds only while the grid has room to spare, and it runs backward the moment a utility builds new capacity for demand that never materializes.

The jobs arrive just as unevenly. Counties receiving their first large data center saw solid employment growth in and around cities, but almost none in rural areas, which is awkward because rural areas are where the projects are going. The tax arrangement has a similar shape, since counties give up revenue to attract these campuses, and the money buys them very little leverage. The breaks cover only about 2% of what a large project costs to build, and companies choose their sites for available power, cheap land, and fiber lines instead. A county that hands over revenue is often paying for a decision that had already been made elsewhere.

That leaves residents in an odd position: the explanation they give for the rising bill is often wrong, while the instinct behind it is often right.

The method has not changed

What has changed is that the government is now running the procedure openly, on two tracks at once. In March, seven companies, including xAI, signed a Ratepayer Protection Pledge at the White House, guaranteeing that the energy needs of data centers would not raise household electricity bills, a promise that arrived with a presidential proclamation and no mechanism to enforce it. Three months later, the Justice Department moved to dismiss the NAACP's Clean Air Act lawsuit against xAI, arguing that the case threatens "American national, economic, and energy security" because the computing power supports military operations. The motion never reaches the question of whether the pollution is real, and it does not have to, because its argument is that the computing is necessary and that a civil rights group cannot press the question over the government's objection.

Set that beside the 1990 statute, and the shape of the thing becomes hard to unsee. The same government that eventually wrote down the burdens borne for the nation as a whole is now in court arguing about who is entitled to describe them while the burden is still being handed out. The arrangement only ever worked because the people carrying it could be overlooked, and the fight in Mississippi is, underneath the permitting language, a fight about whether they still can be.

AI stopped being software

The reason this is happening to data centers, rather than to some other kind of building, is that the industry made a bet three years ago, and the bet came with a physical body. Amazon, Microsoft, Google, and Meta together plan to spend roughly $725B on capital expenditure in 2026, up 77% from the previous year's record. That money buys the idea that these systems get smarter as you give them more computing power, and computing power is a physical quantity that shows up as concrete, substations, cooling water, and, in Southaven, 59 turbines.

For thirty years, the word 'cloud' did useful work by encouraging people to stop picturing the machinery, and the machinery has now grown too large to stay out of view. A model that anyone can use from anywhere still has to be trained somewhere specific, and that somewhere has air, water, and neighbors who can see it from the road. The cost of that footprint does not evaporate because the benefit is national and falls on whoever happens to live there.

So the counties are being chosen again, for being small and cheap and previously quiet, and asked to carry the cost of something they are told is essential and slightly ahead of proof. The people filling those rooms are not objecting to anything, and the record supports them even where their reasoning does not. The difference worth watching is the timing: the downwinders waited 40 years to be heard, and were heard only after the tests had stopped and the cancers had arrived. This time, the answer is coming at the start, from a council chamber, with a lawyer, and nobody has yet worked out what a country does with the method when the people chosen to bear the burden say no on the first night.
